They've been doing exactly this. You're just confused about what they did. They hit a military target, on the other side of the port from the grain loading. Ukraine has made a habit of taking advantage of Humanitarian operations, to move soldiers and weapons. The 'Humanitarian corridors' you speak of, at least twice, were shelled after civilians were clear and Ukrainian military attempted to escape. They attempted to smuggle Ukrainian fighters out, with the wounded and civ evac from Azovstal. In this case, Ukraine signed a deal to permit safe, secure, properly inspected export shipments. Ukraine tried to scam a safe harbor out of it and got checked.
This is not a game, or tv show, people. If soldiers gather, get on or off ships, put things on or off ships, or strategic materiel is stored anywhere around the harbor, those are legitimate military targets regardless of any agreement they have to allow grain shipments.
