  3. Its a little deeper even than that. Ukraine wants 'medium intelligence' and 'high intelligence' systems; referring to operator intelligence. Take the 'medium intelligence' Javelin for example. While its true that a trained ape can learn to operate one in a 15min training session, the retention of that skill and implementation under dynamic field conditions 6 weeks later, requires above average individual intelligence and a substantial educational and military background. These are the personnel that Ukraine are particularly short of. A good example of this problem is early on when they had the same issue of manning artillery with inexperienced crews who blasted entire Ukrainian villages off the map shooting at a truck someone reported seeing in the area hours before. What most people don't understand about the US military budget is how much of it goes to a perpetual training cycle.
