I don't know what was 'promised', but as an analyst through the late 80s and 90s, I know the intelligence sphere consensus, was to stay the phuq away from Russia. The 'collapse' of the USSR is a myth we perpetuate, to claim victory. In reality, most of the former Soviet satellite states wanted to remain with Russia, but were essentially abandoned to fend for themselves. USSR wasnt defeated, Russia merely contracted and pulled away from NATO borders. We all recommended leaving it that way, but politicians and Generals(same thing), instead decided to go through their pockets and piss on their corpse for 30 years, as a victory lap for an unearned win.
But, the fact remains, that there is no legitimacy in a 'defensive' alliance to follow and close distance, on a 'retreating' adversary. Former Soviets didn't 'join' NATO, we bought them out, because they needed the economic benefits after being orphaned. Now, the bill is coming due and they're facing destruction of their nations and way of life, for American ambitions.
