This is a problem we deal with in tactical/defensive training, as a core component - where is your line? You have to have a predetermined line that no one is allowed to cross, ever, because you may only have a fraction of a second to make a decision. The overwhelming majority of bad force equations, involve someone acting too quickly and using unnecessary force, or waiting too long and losing initiative. The major factor we stress is the assailants demonstration of violence or grossly negligent conduct. For example, once a hostage is significantly violated(shot, stabbed, severely beaten, etc), its a zero sum contest, where you no longer have any reason to expect a favorable outcome; they have already taken their turn and thus, immediate action is the only control option you have. Likewise, while compliance with an armed robber is often the best solution, a strung out, or overly nervous subject waving around a gun, with his finger on the trigger, is a much more urgent situation.
