A) they already held independence referendums 8 years ago and Kiev responded by bombing them until every house in Donbas has pieces of every other house in Donbas in it, because they're all put together like a ransom note from rubble. B) within hours of Russia officially recognizing their independence, the US gvt sanctioned LPR and DPR. Within days, the EU followed suit. If they are sanctioned, by name, as separate entities, they are not Ukrainian territory.

Damage control after the other guy yesterday saying Ukraine's offensive is stalled, they're taking massive casualties trying to hold their gains in the north, they need to regroup and figure out what to do next and this is a time to consider talking. But, that guy was an intelligence analyst, not a propagandist.
