Prior to that brilliant strategic masterstroke, the Special Military Operation' ROE, excluded infrastructure and limited strikes beyond the front, to assets directly traced to and from the front, ie weapons depots, training facilities and barracks, where a soldier or weapon could be positively traced to direct hostilities against Russian forces. Apparently everyone has forgotten all the head scratching about why they werent blowing up everything with pipe, cable or soldier coming out of it. 'Gamechanger' means something and people best think long, deep and hard about whether they reeeeally want another one.

Russia has shot down at least 4 Ukrainian aircraft from 150km+ with their own long range air to air missile. Its such a big deal, Ukraine MoD has publicly acknowledged it as 'serious' threat. Every single 'gamechanger' Ukraine has been given, has been an attempt to match an operational Russian capability. NATO has yet to provide them with a higher capability. HIMARS? Russia already had a longer range, more powerful, larger capacity magazine MLRS. While its much slower and more cumbersome to reload, it has 16 tubes, to HIMARS 6 and unlike HIMARS which must be completely fired empty and reloaded with a new magazine, the Russian unit can be 'gate loaded', simply reloading individual spent tubes. Just an example.
