  1. Thats not what he said. Pay close attention to his actual words and remember that English is a second language for him. Hes saying the terrorists attacked their own people, or it was an accident. Either way, hes implying that it was the terrorists' weapon. This is actually a very likely scenario; that they either accidentally released the gas as they were moving it, or more likely, that an airstrike released it. This happened several times in Desert Storm, where we bombed bunkers that had chemical weapons stored in them.
