Well yeah, it kinda is what you said. You said that a 'standard soldier' wasn't well trained enough to count on it. That leaves 'elite' and they dont count on it, either they use M16s. The reason the M16 was poorly received, is chronically misunderstood and had little to do with the weapon's design, or weapon training. By the second and third field issue in Vietnam, it was widely regarded by common soldiers, as well as WWII and Korea veterans, as the best rifle ever fielded by the Army. This is a far cry from the case of the SA80 family, which is at its heart, a political rifle; the Brits belligerently refusing to accept its inferiority and use something else, because of all the political capital that went into its making - its an 'investment paradox'. The irony and hypocrisy of that being that they insisted(understandably and rightly) on an all British rifle, but then eventually went to H&K, to 'fix' it; they had Germany polish their turd for them.
