Cops dont get to pause and rewind and frame advance. Even in the thumbnail it looks like he has a gun in his hand, from his hand's shadow on the fence. He had the gun in his hand and tossed it away where the officer couldn't see, as he spun around and thrust his hands out. What people need to think about is that as fast as the cop shoots, is how fast he could've been shot, if the guy turned and fired instead of turned and tossed.
