S.W.A.T. was a specific unit of the LAPD, setup to respond to bank robberies. What, today, is generically known as 'SWAT' is a direct result of the Austin clocktower incident. There was a nationwide LE conference for it, where the general protocols for mission specific tactical teams and their operational parameters, was established. While the acronym hung on, LAPD S.W.A.T. was deemed to not be organizationally satisfactory and was not used as a model. The use of military weapons and basic infantry tactics, is just about the only resemblance. The chief issue addressed, was operational control and chain of command, where it was deemed necessary that a tactical team, once deployed, became a self-contained operation that superceded field command. Such a unit would train together, in tactics and communication and then be dispersed back amongst the ranks of patrolmen, such that there would be a qualified officer available to assert tactical command and establish an operation, on the spot, at anytime.
