  1. No, Square is definitely the issue, because it is using foreign banks, that are bound by different laws and regulations. It is also, to a slightly lesser degree, the fault of the proprietor for not knowing what bank their money goes through and understanding the consequences of using a foreign bank. Business ownership and management is hard work, its not the same as being a barista.

  2. No, the US banks denied the transaction. The US banks took no money, because the transaction is illegal . That's the whole point, you dolt.

  4.  @scottblack8134  'All them Americans with offshore accounts' indeed do understand and accept that they could lose their money at the drop of a hat, if the country they let hold their cash, decides it wants to keep it. But, that's not even remotely the same issue. It is illegal for an American bank, to broker a payment on an embargoed good. In this case, the transactions were accepted by Square and denied at the bank, meaning no transaction actually took place.
