I did exactly what you did when San Francisco made their bridge cashless - and they sent me a bill - which did NOT include an extra charge. Probably now it would, but ten years ago when they originated the "new payment routine" it didn't.

By making the possession and spending of cash less likely, the police departments will also suffer. They're the ones who supplement their department costs by stealing cash from people who carry it. All that needs to happen is the police find out the cash exists, often during an unrelated traffic stop. Police merely declare this cash is "drug related," even if the person can prove on the spot where the cash originated and they aren't charged with any crime. This is called "Civil Asset Forfeiture." The average seized/stolen is usually less than $5000. That cost is the average how much a lawyer is paid to get it returned...eventually.

Ithaca New York also began a separate trading system for awhile that I think they called: Ithaca Dollars. It was based on the time something took to perform - correcting for the differing price of an hourly wage for services. I'm not sure if "Ithaca Dollars" are still in use. It was originated two decades ago.
