@CakePrincessCelestia My personal opinion is no. Otherwise he would've deployed tactical nukes, since they're small yield and can be used in artillery shells. That would leave the land irradiated and useless, though. Granted, it would ALSO result in him having a multinational team of off-books men be sent in after him... and if there's one thing that man loves more than power, it's his life!
