Worth mentioning is that TACTICAL nukes are low-yield, useful for leveling towns /neighborhoods at its largest, not an entire large-city.
So yea, it's certainly only symbolic.
Also, 'dumb' cluster munitions, from what I've read, are NOT banned by any nation UNLESS they are being used in civilian populated areas.
Ideally, cluster munitions would be filled with lots of small Smart munitions, which can be instructed to hit precise locations.
RUSSIA does not use such munitions, and that's what makes their usage of them, a war-crime, due to using them in areas that are still populated by civilians. (of course, Ruskie logic seems to be: anyone still residing within the country they're attacking, is thereby considered a hostile, and fair game 🙄)

 @GarrisonFall A more-than fair point, for anyone living in, or around Belarus...
However, the silver lining is, thankfully Belarus doesn't have a completely unhinged leader... Unrightfully appointed, certainly, but he seems to just be a chest thumper, instead of a crazy bastard like his buddy Putin. Which I guess was my point, as he's the one we all have to worry about, and it's frightening that he has so many nukes at his disposal.
I only say it's symbolic because they no doubt were only given to act as a deterrent from anyone trying to invade Belarus, or potentially to deter their people from rising up to overthrow the illegitimate Lukashenko.
(which was much harder for the Belarusians in 2020 due to this war not having consumed all of Russia's resources/manpower to send over to help Lukashenko; now though, would be a more ideal time to attempt it, as I feel more of their military would currently be willing to participate in removing Lukashenko)
EDIT: Unless you're American... In which case, you don't have to worry about Belarus and tactical nukes... as they lack the means to get anywhere close to us in N. America... (Strategic Nukes ride on ICBMs; Tactical are delivered via bombs or artillery shells/rockets [aka short-range munitions])
