  1. Scuttlebutt is, that the cluster munitions are more for their bomblettes, than as a delivery method... That they want to replace the RPG warheads on drones with these, which would be smart. (apparently these bomblettes have more penetration power) Even if they didn't want to do that, they don't have to worry about repercussions about using the cluster munitions, based on what I've read regarding banned weapons (the Wiki pages on the treaties). Because what's stated is that if any participant in a skirmish decides to use banned munitions, that immediately unlocks the other party/ies ability to use them in kind. As such, Russia has already unlocked the use of cluster munitions, white phosphorous, flechettes and chemical (gas) if early rumors of their use are true. (and I'm sure they are, since interviewed civilians had stated troubles breathing)
