Even if it's the low-yield (tactical) such as artillery fired nukes, it'll signal to the west he must be stopped, and to send in a joint black ops strike to end him. Even if it's not, his own members will stop him at some point in the chain of command, because they don't want to kick off WWIII. He's a tyrant, not a madman. (I also don't have children.)
