  1. Small additional point on Cluster Munitions: The big dislike is against DUMB Cluster Munitions! They are fired and dispersed, with zero targeting abilities, so the bomblettes will strike and explode any target in range (note: they typically disperse in-air to widen the impact area). The use of Smart Cluster Munitions, are not frowned upon, stove each bomblette then can target something of its own (example: the "BONUS" artillery round that can drop multiple parachute munitions behind the primary round, each parachute device can track and streer to its target). Another big difference, it's the Smart munitions have self destruct timers, in the same way that all modern infantry landmines are supposed to have self-disposal timed detonators (ahem, Russia.... you've already been caught not using them, after running out of the smart variants!) So the US is free to send cluster munitions, and Ukraine free to use them, SO LONG AS neither their self-disposal, nor their smart targeting features, are tampered with. BUT... And this is the interesting part... The treaties state that (closely paraphrased) "once a banned munition is utilized, it 'unlocks' then for the other side to utilize, without fear of legal repercussions". In other words... Due to Russia having used many of the various types of banned munitions – chemical (speculated), flechettes (unconfirmed but photographed), white phosphorus (undeniably used), dumb-cluster bombs (early days; undeniable) – IF Ukraine wanted to, they could. However, Ukraine is playing this war very very smart, doing everything as by-the-book as possible. They DO NOT want to be looked at in the same way we all look at Russia, as that would risk their much-needed support.... a very commendable stance to take, since it only makes their tall that much harder. 😢🫡 ( P.S. - the "shotgun" analogy isn't great, since they use a HIMARS round that is literally just that, containing something like 160,000 tungsten rounds, to shred any light-armor/soft-body targets below its airburst detonation point. ) [source: one of the many banned munitions treaties; I went down a Wiki rabbit hole last year, so I'm not sure which specific one I read, but I think it was the same the detailed flechette rounds being banned (looking at you, AGAIN, Russia! 😑)]_ That being said: Are smart cluster munitions still a problem for civilians, despite these safeguards? Certainly. Other than for the obvious fact they're still explosives, their safeguards undoubtedly have an "acceptable failure rate", causing them to fail to self-dispose, or for their targeting to fail and hit civilian inhabited buildings.
