Small correction Alex, in regards to on-orbital satellite refueling (emphasis, my own):
"The first refueling tests between two satellites began in March 2007. At the time, DARPA launched and deployed its Orbital Express satellite. The satellite consisted of two satellites DARPA used to test docking, undocking, repair, and refueling procedures. The mission was successful."
The article is behind a paywall I think (at the very least, requires an account to login with), so I can't quote more than what Google provided.
Which on that note... Google AI Overview of that very same article, claims the first successful instance was actually in 2003... I'm more apt to trust their conventional result's snippets though.
Those are just TESTS though, which I'm pretty sure there's also been fast more recent ones by commercial companies... But outside of that, you're not wrong, as we've not had any accomplished via an offered service, neither private nor commercial.
