@whiteoutgotu Not sure what issue you are referring to when you said you "noticed it for years now"... Because this is a (relatively) brand new issue, only been around for a few months.
Notifications, on the other hand, work in various ways.
You will be notified anytime someone directly replies (tags) you. However, it does not work like Twitter, so you can't just AT someone and it notify them. Out YT usernames (e.g. DUKE_of_RAMBLE) are only skin deep, and the tagging in replies uses a long alphanumeric UUID that we don't see (like the Video ID, but like 4x longer).
Then there's notification anytime ANYONE replies to a comment thread you've also commented on. However, those usually only notify you for a number of times. If you ignore them by swiping them away on mobile or not visiting them in the Notifications menu, then they'll stop sending them. If it's YOUR comment thread, I believe it'll keep noticing you of replies, but I'm not certain about this. There may be an age cutoff where if your original comment was made many years ago, it's possible it won't notify you unless you're tagged.
You can tag people in Community Posts though, but I don't know how one goes about that. I had recently been tagged by a channel, along with a dozen others, but when I tried to do it just as you had (typing the channel)... it did nothing lol
It might need some sort of markdown code to trigger it. (markdown is the name of the text formatting, like using * to bold text or _ to italicize)
There might be more, as these are just what I've learned through personal experience.
