He wasn't operating on false intel, it's just... the intel was incorrect 😏 In other words: as reports went up the chain of command, it was continuously embellished more and more in order to exceed their own superior's expectations, so that they would not <insert cliche way Russians "inexplicably die">... Ergo: the S400 having a "flawless track record".
