  1. It's worth mentioning that they don't have to agree to fund the entire program every 10 years, since it's modular they only have to fund an upgrade for certain modules. The engine module would, or should, be sufficient for a fair amount of time and can get passed over. Avionics would be the big one getting continual investment (which I assume includes the weapon systems? but if not, then that too)
