There is, actually, but just about every nation has deemed its use "too inhumane and indiscriminate" -- or in other words: die by "drowning" and it couldn't discriminate against civilians (or animals I suppose) where non-lethal exposure can leave permanent neurological damage. Talking about chemical weapons, but specifically 'gas attacks' like Mustard Gas, Phosgene, Sarin, or VX just to name a few. (technically, these days Phosgene mass-produced for use in/during the production of many legitimate things, like polymers, so its production isn't unlawful, only its use to intentionally harm people; i.e. a weapon of war.) Really, we just need a system that all military personnel around the world are required to wear (lol that alone makes this a non-starter!). A small device with dermal patches attached to various points on the body (10? upper/lower of each extremities, torso, head), where some sort of toxin delivery would be triggered. === [what's below is just me day dreaming...] === Weapons, then, would become non-destructive. They'd emit RF and/or some sort of light (in UV or IR spectrum). Heavy ordinance being capable of higher emmisions, to stimulate a conventional explosion's lethal range through its pressure wave (concussive and ruptures organs), allowing for combatants inside structures to still be affected. Conventional arms would have their ballistic kinetic projectiles (aka bullets) replaced by... a short laser pulse I guess, but that would probably need to be changed to a highly focused RF pulse for larger calibers, to stimulate their ability to penetrate armor, building walls, etc. Once one/multiple of the various sensors placed on a constant are triggered by the RF/UV/IR/whatever, the system delivers said toxin in the appropriate area, either simulating a leg, arm, torso wound or a fatal dose for what would otherwise have been something equally lethal by current means. Civilians? Unharmed, as they would have no reason to be equipped. Structures? Undamaged, as there would no longer be explosive or kinetic ordinance. (well, maybe the enclosures of the heavy ordinance might result in some kinetic damage, just as "duds" currently do) Terrain? FAR LESS damage, as there'd be nothing explosive to either set stuff on fire or make craters, with combatants 'digging in' as the only disturbance. Of course, rules of engagement would be universally adhered to, where today's list of what's considered a warcrime still exists, with the addition of setting fires to anything (plants or structures), use of explosives, bullets (et.al), and of course no tampering with the "Man-Equipped Objectified Warfare System" -- yes, aka M.E.O.W.S. 😏😊 [/END-DAYDREAM-SEQUENCE]
