Not only because of global warming, but also because of land subsidence due to household water pumps Stop taking underground water at home, massive fossil fuel usage, oil palm & sunflower plantations and animal agriculture. Humans can't always contain the sea by building big walls

You could check this with the engineers who are working for big onshore oil company and the oil wells are very far from the cities However, most underground water that common people took at home with their pumps are not replaced, hence the land subsidence has been worsening in the big cities in poor developing countries. The flood in the big cities is a proof of these destructive activities and climate change, because of uncurbed population, oil palm/ sunflower plantation businesses and massive animal product consumption/ agriculture I believe the government in the poor developing countries are aware of this and have tried their best to replace the underground water, but they simply don't have budget to provide cheap and clean drinking water for the households
