  1. Violent people steal because they don't have morals, dignity and shame, but poor people also steal because of opportunities and lenient punishments. Stealing goods under $950 is considered misdemeanor with very little punishment in California, if it is the first offense

Grassley (R-Iowa) achieved a landmark victory that he had pursued for years, which is a bipartisan bill that would reduce outdated tough criminal sentencing mandates. Lawyers, human-rights enthusiasts and defunding crowds have weakened the laws/ sentencing/ punishments. Cameras are almost everywhere now, so lenient punishments don't make sense anymore
