  1.  K Maxx  In the case of the wind-farms, IT IS THE EQUIPMENT. Wind turbines are sold with integrated heaters to keep them from freezing. When Texas purchased their wind-farm generators...THEY WERE OFFERED THE HEATERS THAT WOULD STOP THEM FROM FREEZING. Texas refused to purchase those units. This is the result of that decision.
