  4. So... exactly how is more smaller states capable of going to war woth each other - as Ukraine is now with Russia, as Yigoslavia did - anything other, good for anyone? Perhaps a bunch of new Baltic size pipsqueaks all allied with China will take turns poking the eagle to get China into a war.
