In real life any actual merger move between Canada and the USA starts the California to Quebec diplomacy. And that absolutely ends both Ottawa and Washington. Neither Quebec nor California will accept control from a "federal" capitol. In fact the industries of both Quebec (hydro dam backup power, software esp gaming and simulation, aircraft, trains, small woods & seas vehicles, entertainment venues, video production etc) an California (social media, large database software, AR glasses, medical sensors & monitors, entertainment & production) all SUFFER from US and Canada national strategies or rules, and are far MORE influential & valuable if both Ottawa and Washington are glowing craters or abandoned plague zones. Forcing BRICS to develop its own silos of AR glasses, social and linear and game media, database and server software, even operating systems and chips and atreaming media production....kills both cultiral centers. So they must make a new deal or they dont exist. And any closer US Canada merger or ties and California demands powers like Quebec has: over immigration, energy, transport, health and health care, education, environment...imagine Washington DC giving all that up... It does not dare start that conversation unless it wants to literally end up AS Canada or Europe.
