  11. Strong legal basis for that. Seizing assets from a party that abandoned them, who is also a party to seizure of funds needed to pay debts, has precedent. In particular if the seized assets are sold to pay the debts in some other form or currency. The asset losing party has recourse against the freezing government or bank.
