It changed because the ethnic Russians and Greeks etc were not going to become you-cranes, so it became blue for sky not sea, on top of rather than below. But the USA thinks they are going to get aircraft carriers into the Black Sea, so the flag is correct from their point of view. Also upside down flags mean distress!
