Orban is definitely targeted and Hungary's position is appropriate given the fact that it used to own Transcarpathia and if it has to settle a lot of refugees, will be claiming land in west Ukraine given who is in Orbans party. Orban leadership would be replaced by one that wants to take it's own share of a broken Ukraine SSR. Poland has taken the opposite approach which is to enable Kyiv in hopes of either not having to resettle refugees from the inevitably lost southeast, or a larger war resulting in it having millions of people to resettle...thus having stronger claim to Gallacia. So in this sense Orban may be actually the more moderate. Poland is a suspect in the Russian oil refinery attack. Who else would have pilots for those choppers?
