  1. A smaller package requires less fissionable material for one bomb, thus you can build more of them and each of them doesn't weight as much as one big one.

  2. The reason to go the implosion bomb design (Plutonium) is not power but easier access to the enough fissionable material. Enriching enough Uranium 235 takes a lot of time, a big facility and costs a lot of energy. Breeding enough Plutonium in a nuclear breeder is much easier. But the implosion design is much more difficult to build. But if you want have a lot of bombs you will go the Plutonium way.
