No one played a game like this at 30 fps at these days.
15-20 fps was normal.
And you were really happy and propably an owner of a high end pc if your pc could run the game at 20 fps. 21 fps were superior.
The games graphic quality were still pushed to their limits, and reaching around 18-20 fps was the target that was aimed for.
If developers made a game that reached 30 fps, it meant they didn't push the graphic quality far enough.
This changed when the first 3d accerlator cards, like the Voodoo 1 came out.
The games were still designed for a 20 fps target, because they still had a software renderer.
But when they adapted the games for the 3d accerlater videocards, they didn't change the 3d models.
In consequence the Voodoo broke this barrier and reached 30 fps and more, because it was faster than the games were designed for.
The Voodoo 2 made this much clearer, this one reached outstanding 60-90 fps at its time.
After that, the targeted framerate dropped again to about 30-40 fps, because then, designing the games for 3d video acclerator cards was normal but no one wanted back to only 20 fps.
