  1. I don’t think you can blame the university system, the bigger issue is they generally haven’t worked the kind of jobs that require problem solving. All universities do is give you knowledge, but they do not train you to apply it practically. It takes 5 years for most graduates in my experience (25 years in Chemistry R&D and Engineering) to get good at trouble shooting and understanding how to assess root cause to a decent level, and develop CAPA that address the actual problem. Before this, the tendency is they raise “we must do something actions” that’s really only about being seen to be doing something. The winter fuel allowance is a the latter type action.
