  1. the cold war was over before the ussr's fall. When the ussr existed the american president was asked "you said the ussr is the empire of evil but now you cooperate with it. Doesn't it contradict anything?" and he answered "it was another era, another country(meaning that the ussr has changed and the cold war is over)"
