When Trump was in the White house his first policies on the border didn't appear until the summer of 2018. By the end of the fiscal year in 2019 numbers had doubled. 2020 was due to covid and by the beginning of fiscal year 2021 that began on October 2020 we were at a record high 4 months before Biden took office.
