I've seen no evidence of any country in this hemisphere that it applies to except Canada and the US. Federal judge appointed by Trump stopped the use of that exception under Trump, another federal court stopped Biden from using that exception this last summer. From 2020- mid 2023, title 8 authority was mostly suspended under title 42, including this exception under title 8 USC 1158.
