So when a President takes office at the end of January they are under the fiscal budget and most policies of the previous administration, to give them time to create their policies and budget for the coming year. Trump took Office January 20 , 2017 from 10/01/16 - 09/30/17 southern border crossing were at 415,000, 10/1/17 - 09/30/18 - 521,000, 10/01/18 - 09/30/19 - 977,000, 10/01/19 - 09/30/20 - 458,000, 10/01/20 - 09/30/21 - 1,735,000.
