When immigrants are apprehended are removed. Many just are sent back over the border and return and cross again, because we do not have any stiffer penalties to deter them from recrossing the border. When title 42 started the return rate was around 7%. As the policy ages the number of return crossers continues to obviously increases.

And As I stated it was a 17 year decline, beginning in 2000. By 2008 it was around 800,000 per year, by the time Obama left it was down to the lowest point in 50 years. And 2019 is a typo that should be 977,000 not 9877,000. The point is that southern border crossing didn't start to increase significantly until Trump created his policies in the summer of 2018
