  2. The problem is passing a bill in the Republican controlled Senate. Pelosi is speaker of the House majority. She has passed a bill in the House and sent it to the Senate and Mitch refused to put that bill up for a vote. Mitch put his own bill up for a vote, and he knew he didn't have the votes to pass it. The White House has said it would sign a bill that had more money then the House bill. So it would seem Mitch is the one holding us hostage and is unwilling to negotiate.

Defunding the police is about restructuring polices budgets and responsibilities to better serve local communities. Read past the Right wing talking points.
