  2. Because congress wrote laws 40 years ago saying we would and we have treaty obligations going back further then that saying we would. Why do Republicans ask stupid questions in hearings? To manipulate and trigger their base on laws that the Biden administration is following that have been in place for decades. And as always he answered the question he just didn't give the answer you wanted.
