Yes and after Republicans claimed that aid funding is why they did not support the bill, the House republicans passed that spending separately last April and just forgot to report it on Right wing media. And then the GOP did nothing to compromise after on a border section of the bill that was loaded with policies they wanted, before they began lying to the low informed Right wing base about the legal process under our laws.

The bill has several thresholds to legally close the border. DHS can close the border if crossing go over 3000. And if border crossing are 5000 or more over a 7 day period the law closes the border. It does not allow for 5000 per day for 365 days that is a lie. That means if the law had passed it would have the power to have closed the border for several months this year. Vance and the rest of the GOP do nothing but constantly lie about the border and the bill. And the Right wing base refuse to research those claims. Puppets.

This administration is just supporting it, while the Right lies about it, knowing this administration can't do anything differently under our laws. There has been a bipartisan attempt to do this many times over the last 15 years and the far Right kills it every time.

Keep in mind while you make a false claim of 5000 a day for 365 days, there is currently no limitations on the number of asylum seekers in our existing laws or statute to close the border and ignore asylum protections. The bipartisan Senate bill set those limits and it's detailed. The House republicans passed all the funding, for Ukraine. There is no reason not to negotiate and compromise on this bill, if border security was the real intention of Republicans. And it is not. I've seen no evidence of it just theatrics fed to people living in a bubble. ‘‘(3) ACTIVATIONS OF AUTHORITY.— ‘'(A) DISCRETIONARY ACTIVATION.—The Secretary may activate the border emergency authority if, during a period of 7 consecutive calendar days, there is an average of 4,000 or more aliens who are encountered each day. B) MANDATORY ACTIVATION.—The Secretary shall activate the border emergency authority if— ‘‘(i) during a period of 7 consecutive calendar days, there is an average of 5,000 or more aliens who are encountered each day; or ‘‘(ii) on any 1 calendar day, a combined total of 8,500 or more aliens are encountered. ‘‘(C) CALCULATION OF ACTIVATION.— ‘‘ (i) IN GENERAL.—For purposes of subparagraphs (A) and (B), the average for the applicable 7-day period shall be calculated using— ‘‘(I) the sum of— ‘‘(aa) the number of encounters that occur between the southwest land border ports of entry of the United States; ‘‘(bb) the number of encounters that occur between the ports of entry along the southern coastal borders; and the number of inadmissible aliens encountered at a southwest land border port of entry as described in subsection (a)(2)(F)(iv); divided by ‘‘(II) 7. 4) LIMITATIONS.— ‘‘(A) IN GENERAL.—For purposes of paragraph (3), the Secretary shall not activate the border emergency authority— ‘‘(i) during the first calendar year after the effective date, for more than 270 calendar days; ‘‘(ii) during the second calendar year after the effective date, for more than 225 days; and ‘‘(iii) during the third calendar year, for more than 180 calendar days. ‘‘(B) IMPLEMENTATION.—When the authority is activated, the Secretary shall implement the authority within 24 hours of such activation. ‘‘(5) SUSPENSIONS OF AUTHORITY.—The Secretary shall suspend activation of the border emergency authority, and the procedures under subsections (a), (b), (c), and (d), not later than 14 calendar days after the date on which the following occurs, as applicable: ‘‘(A) In the case of an activation under subparagraph (A) of paragraph (3), there is during a period of 7 consecutive calendar days an average of less than 75 percent of the encounter level used for activation. ‘‘(B) In the case of an activation under clause (i) or (ii) of paragraph (3)(B), there is during a period of 7 consecutive calendar days an average of less than 75 percent of the encounter level described in such clause (i). ‘‘(6) WAIVERS OF ACTIVATION OF AUTHORITY.— ‘‘(A) FIRST CALENDAR YEAR.—Notwithstanding paragraph (3), beginning the first calendar year after the effective date, the Secretary shall only have the authority to activate the border emergency authority for 270 calendar days during the calendar year, provided that— ‘‘(i) for the first 90 calendar days in which any of the requirements of paragraph (3) have been satisfied, the Secretary shall be required to activate such authority; ‘‘(ii) for the remaining 180 days that the authority is available in the calendar year, the Secretary may, in the sole, unreviewable, and exclusive discretion of the Secretary, determine whether to activate the requirements of the border emergency authority under paragraph (3)(B) until the number of days that the authority has not been activated is equal to the number of days left in the calendar year; and ‘‘(iii) when the number of calendar days remaining in the calendar year is equal to the number of days that the authority has not been activated, the Secretary shall be required to activate the border emergency authority for the remainder of the calendar year on days during which the requirements of paragraph (3)(B) have been satisfied. ‘‘(B) SECOND CALENDAR YEAR.—Notwithstanding paragraph (3), beginning the second calendar year after the effective date, the Secretary shall only have the authority to activate the border emergency authority for 225 calendar days during the calendar year, provided that— ‘‘(i) during the first 75 calendar days during which any of the requirements of paragraph (3) have been satisfied, the Secretary shall be required to activate the authority; ‘‘(ii) for the remaining 150 days that the authority is available in the calendar year, the Secretary may, in the sole, unreviewable, and exclusive discretion of the Secretary, determine whether to activate the requirements of the border emergency authority under paragraph (3)(B) until the number of days that the authority has not been activated is equal to the number of days left in the calendar year; and ‘‘(iii) when the number of calendar days remaining in the calendar year is equal to the number of days that the authority has not been activated, the Secretary shall be required to activate the border emergency authority for the remainder of the calendar year on days during which the requirements of paragraph (3)(B) have been satisfied. ‘‘(C) THIRD CALENDAR YEAR.—Notwithstanding paragraph (3), beginning the third calendar year after the effective date, the Secretary shall only have the authority to activate the border emergency authority for 180 calendar days during the calendar year, provided that— ‘‘(i) during the first 60 calendar days during which any of the requirements of paragraph (3) have been satisfied, the Secretary shall be required to activate the authority; ‘‘(ii) for the remaining 120 days that the authority is available in each calendar year, the Secretary may, in the sole, unreviewable, and exclusive discretion of the Secretary, determine whether to activate the requirements of the border emergency authority under paragraph (3)(B) until the number of days that the authority has not been activated is equal to the number of days left in the calendar year; and ‘‘(iii) when the number of calendar days remaining in the calendar year is equal to the number of days that the authority has not been activated, the Secretary shall be required to activate the border emergency authority for the remainder of the calendar year on days during which the requirements of paragraph (3)(B) have been satisfied. ‘‘(7) EMERGENCY SUSPENSION OF AUTHORITY.— ‘‘(A) IN GENERAL.—If the President finds that it is in the national interest to temporarily suspend the border emergency authority, the President may direct the Secretary to suspend use of the border emergency authority on an emergency basis. ‘‘(B) DURATION.—In the case of a direction from the President under subparagraph (A), the Secretary shall suspend the border emergency authority for not more than 45 calendar days within a calendar year, notwithstanding any limitations on the use of the authority described in this subsection.

The ability to quickly have asylum seekers vetted at the border instead of waiting for years for a court date is what the GIOP wanted. Catch and release is part of our law it's not a policy Trump did not remove it or stop using it, it's title 8 USC 1225. The bill does not codify catch and release. The bill does not allow 2 million per u year. We do not have an open border we have asylum laws title 8 USC 1158. The President has the ability to parole and bond asylum seekers it's not waving immigration laws it is an immigration law.

It was not just a bill to fund Ukraine and the border. It was a national security bill that included funding for several projects. The funding for those countries was passed separately. The on the claims are the it allows 5000 per day for 365 days a year, that is an absolute lie that is easy to confirm. the fact that it had the ability to vet immigrants at the border to find if their asylum claims were valid was exactly what the GOP had been asking for decades and not different then a policy that Trump wanted to use.
