I greatly doubt that. The image of oneself and saving face is much more important in China than in the west. I actually already can think of another case where just saying it didn't work: Being more resourceful with food. In China it's a thing to put loads of food on the table when you invite someone or have an event to show you're not poor or something like that and the government has recently told that should stop but people kept doing it.
