Add to 1. that there are worse labor laws that allow them to squeeze more out of the workers Add to 2. that the laws to operate are more lax, so they can save on having to follow fewer rules

It's not a ferry. The purpose of a ferry is to get to a location. The purpose of a cruise is to stay on the ship most of the time.
