  1. To my understanding WWI was kinda inevitable at that point. Austria Hungary wouldn't give the other ethnicities more autonomy (despite them in sum being more than the Austrians and Hungarians combined), becoming ever more unstable and the German generals still had the old war mentality despite Germany being prospering economically and not needing a war. They also thought that the new technologies would allow a simpler victory and didn't assume it's going to be a long war. So no reason to avoid what you think won't happen. Also it was only with WW2 ending that countries realized something had to be done to keep peace. Without that the bar to start a war in the future would been much lower. So I don't think we'd necessarily been further developed. Maybe we'd just be in the middle of WW2 now

  2. Exactly. Especially only after having gone through two world wars came the realization that something had to be done to promote peace. Without them there is less constraint to start a war, not more
