it's probably very useful for his outdoor survival to have grown up with the one dog that he needs to avoid, that should make him much more likely to be cautious around other dogs. in fact, considering the intent to release, they definitely should not have socialised this bird with dogs at all, you shouldn't socialise any animal intended to be released with any other species of animal, or at least not potentially dangerous species. hand-raised and released wild animals bonding with humans is also dangerous for their later wildlife, but it's much harder to avoid, and may in some more social and parental species be less bad than isolating the animal entirely. and a released smaller animal getting close to random humans is much less likely to get them hurt than doing the same to dogs or cats, since humans are less likely to attack them and even if they do, they're likely to not be as fast and coordinated.
