west germany had (or for the few survivors might still have) a policy of paying reparations to proven individual victims within several classes of people recognized as being politically persecuted by the third reich. despite r°mani people being targeted for ext°°mination to an at least equal degree as the j°°s, they were not recognised as such, and were categorically excluded from reparations. the reasoning used was that the n°z° administrative title for them within the judicial, internment and ext°°°ination system did not acknowledge them as an ethnic group, instead calling them "asoziale". this more or less translates as "antisocials" (but unlike other major n°z° terms has remained in common german use, with this history basically unknown), and the west german authorities, staffed of course overwhelmingly by former n°z° administrators, took the liberty to recognise this as a term denoting genuine criminality, so people interned as such were considered to have been legitimately prosecuted for crimes like other people locked up for fraud or assault or the like, and not politically persecuted. in other words: they blamed every single r°mani person for their own ge°°°ide.
