  3.  @rossgeography  many people get arrested before they get charged. the police arrest based on their own assessment that a charge is warranted.

  4.  @rossgeography  are you serious? do you not know that police routinely arrest people on suspicion of committing crimes before in any way contacting a judge about it? there is zero paperwork to file before an arrest at all!
