  1. uhh no, basically all of eastern europe is perceived as corrupt. ukraine just stands out for being or having been until a few years ago particularly oligarchic. which, even more commonly, westerners falselyassociate withrussia, which hasn'tbeen an oligarchy since the very early years of putin's presidency, when he politically purged oligarchs and through demonstrations of his power arranged a new deal with the oligarchs in which they function like billionaires in the west in terms of being able to influence through bribes, but they don't have enough power to fake the whole political environment andreign lioe nobility. plus putin gets a cut of all sorts of businesses, and putin being everybody's business partner ensures that their interests align.
