9:19 I have seen many casual observers be intrigued by russian propagandists seeming to say politically incorrect things (in fact with blessing from the government), but THAT guy is going way too far, he is absolutely not allowed to say that and will suffer consequences for it. the furthest he may have been allowed to take it would be to complain about the destruction while very deliberately not saying that it was caused by russian weapons. he went even further than saying it was russian weapons, he's saying that it was a deliberate russian command decision that was fundamentally wrong.
