  1. sounds to me like rwanda figures that there is a mismatch between its powerful and organised state with a proven effective military (they've actually been helping out in other countries, gave the mozambique army a run for their money for example), but very little state territory on one hand, and the extremely large and mineral-rich DRC with hardly a government and army to speak of on the other hand, where any guy with a gun can get rich as a warlord. I think rwanda is copying russia in some variant, either by aiming to recognise a pseudo-independent M23 state in the congo, or by annexing the M23-conquered territory.
